Teardown Economics: How Much Profit is There?

With six more teardowns under consideration by the Committee for Historic Preservation on June 17 and two homes already demolished in the past few weeks in my neighborhood, I started to wonder about the economics of buying an existing home, tearing it down and building a new one. From the number of teardowns I see, I could only assume that this must be a highly profitable venture for a developer. But just how profitable?
I asked a local builder for an estimated cost per square foot to build a new home in Scarsdale and he said it could vary from $200 to $600 a square foot, but said that a builder who wants to make a buck could get the job done for $250 per square foot. Using this estimated figure I looked at several recent teardown/build jobs in Scarsdale to see what I could surmise about the bottom line for the builder. Keep in mind that these figures do not include the real estate taxes the builder may have paid during the construction period, which appears to be around 2 years. Other costs that may not be included are agent fees (5%), as well as landscaping and carrying costs if the builder mortgaged the property.
Here are a few scenarios:
11 Dickel Road: A 2,911 square foot house at 11 Dickel Road sold for $1,010,000 and was replaced with a 7,273 square foot house that was purchased for $2,775,000 in December 2013.
Purchase price of original home: $1,010,000
Estimated construction cost at $250 per square foot: $1,818,250
Total Cost: $2,828,250
Sale Price: $2,775.000
Net Profit: $($53,250)
13 Dickel Road: Next door a 3-bedroom home at 13 Dickel Road sold for $1,250,000 in October 2012 and was replaced with a new 6,806 square feet home that sold for $2,6000,00 on June 5, 2014. This one may have not been a total teardown:

Estimated construction cost at $250 per square foot: $1,701,500
Total Cost $$2,951,500

At 346 Heathcote Road the original home built in 1929 sold in 2012 for $550,000. On only .17 acre the builder put in a 4,350 square foot home which sold in February 2014 for $1,800,000

From my estimates, the economics of teardowns are a mixed bag. It appears that they a better deal for the Village than the builder as the Village collects building fees, subdivision fees and then increases the real estate taxes on the home dramatically when it is built.
But perhaps I have over-estimated the costs to the builder – because if these numbers are accurate, why would the demolition derby continue?

Heathcote Association Challenges Revaluation

The Heathcote Association is circulating a petition to delay implementation of the revaluation for one year to give residents "the opportunity for residents to review and understand the means by which their assessments were determined."
Speaking for the Association, President David Bunzel is calling the current process flawed, lacking in transparency and time constrained. The group has not received the information they require to assess the methodology behind the revaluation and they are challenging the appropriateness of the comparables that were used to price their homes. They fear that the new assessments will drive empty nesters out of town, strain the schools and change the village character. They claim that as many as 40% of the assessments are "substantially wrong" and are calling on the Trustees to defer the implementation of the revaluation.
Commenting on the petition to defer the revaluation, Bunzel said he was speaking for all 40 homeowners in the association, who favor "tax fairness for everyone," adding that "no one should pay anything but the fair rate." According to their analysis, only 28% of valuations went down and 72% have gone up. Though he knows of no precedent for a deferral he believes that there were instances where Tyler had to redo the entire valuation. When asked how he proposes the situation be rectified, he said it will take "more field work and more time and effort to get it right."
We asked Mayor Bob Steves to comment on the petition for a deferral. Speaking for himself he said, "After a number of conversations and the inadequacies of the prior roll, I see no reason to delay implementation of this roll. There has been nothing that has come to my attention that should delay the reval at this point. I believe there will be adequate recourse for anyone who feels that their values are not correct and I would encourage people to take advantage of this opportunity. The delay would be costly and there is no reason to believe that the outcome would be any different the second time. There will be a public meeting with Tyler on May 29 that will be televised.

Construction Woes on Dell Road and this Week's Sales

Teardowns and construction woes continue to plagues residents of Dell Road. At the Village Board meeting on Tuesday night May 13, Dell Road resident Deeana Schiffer spoke about the "five-year long nightmare" caused by construction at a home at 4 Dell Road where according to Schiffer, there has been, "unbelievable noise, a mess and garbage." She says that correspondence and phone calls to the Building Department go unanswered and decisions by the Board of Architectural Review are "disregarded and unenforced." As far back as 2012, Schiffer has been calling on the Board to address the issue. Here are minutes from a meeting of the Board of Trustees on August 14 2012 when Schiffer spoke.
This past April in connection with the demolition of a property at 4 Dell Road, a large dumpster was dropped onto the driveway next door to them at 6:00 A.M. The noise was deafening. When she phoned the police, she was told that three criteria had to be met before they would send a patrol car noise, disturbance, and necessity. No patrol car was sent.
Secondly, for weeks and weeks, there was drilling through huge rock formations. She pointed out that this also took place on weekends. When she phoned the police she was told after they visited the site that this was normal construction noise. Thirdly, in July, a plumbing supplier began to deliver rather large pipes at 7:30 in the morning to the construction site. The noise was more than audible, so she phoned the police because this began before 8:00 a.m. Officer Santos arrived and spoke to the plumbing supplier but he could not issue a summons because it was 8:00 a.m. at that point. The Officer encouraged her to continue to report these infractions. Mrs. Schiffer requested the Board to revisit the original intent of the noise ordinance with a view towards restoring the quality of life that they used to know in Scarsdale.
