Village Reveals Reval Stats Plus Home Sales and Featured Listings

revalchartThis week Scarsdale Village managers released statistical charts analyzing the 2016 revaluation. They show changes in assessments by percentage and by neighborhood and can be viewed on the Village website here

The data shows that almost half of village homeowners were affected by the 2016 revaluation, with assessments for 49% of residents changing by more than 10%. The data also show that assessments for more homes went up than down. 31% received an increase of more than 10% and only 18% received a decrease of more than 10%.

A few observations about neighborhoods:
The largest decreases in assessments occurred in Heathcote with 26% decreasing more than 10% followed by Greenacres with 21% decreasing more than 10%.

As some have suspected, the largest percentage of increases on home assessments were in Edgewood, with 41% of homes having an increase above 10%. Quaker Ridge followed with with 35% of homes increasing more than 10%.

Residents of Fox Meadow have complained vehemently about receiving a neighborhood multiplier of 1.3 that increased their assessments; however, the data shows otherwise, with 57% of Fox Meadow residents' assessments changing a minimal with a minimal plus or minus10%.

Though Village Trustees originally stated that the second revaluation was to correct the outliers, we now see that assessments of 49% changed more than 10%. So this revaluation appears to be more of a redo than a tune-up.

It figures something behind the scenes was in play.

The Scarsdale Village attorney stated in the June 14th BOT meeting that if they voided the revaluation due to the popular outcry by residence of these JF Ryan results, it might appear "political" causing action of a another group of disagreeing residence to sue.

The actual politics that comes into play here is the non-publicized meeting of J.F. Ryan himself arriving at the Scarsdale Village Hall and offering Scarsdale Mayor Mark to do another non-competitive bid reval right away that Bob Harrison witnessed as he passed by in the village hall by chance. Bob Harrison mentions this in the June 14th BOT meeting. Why the monitor, JF Ryan, of the Tyler Tech. reval was selected to do the next reval so soon? And the JF Ryan reval had no monitor. An independent party of the first reval should be a requirement. What could be considered more political than this and would appear to be a conflict of interest all supporting a possible class action suit filed by residents of Scarsdale.

And the larger 6 bedroom house on more land at 17 Forest is assessed lower than the two 4 bedroom houses right next door and one of those face Drake.

Quality of life and good education in Scarsdale is rapidly fading away due to bad leadership, bad politics, bad Reval, bad system, No wonder few of my friends decided to move out and two others are seriously thinking about relocating from Scarsdale, So sad for Scarsdale.

The 2016 BOT Carnival orchestrated by Ryan Tweak left bad taste, bad memories, bad politics in Scarsdale.

We are looking for a positive sign from our leadership, otherwise we may have "ScarExit"

I moved from Quaker Ridge in 2014. My taxes in 2013 were $37,000+ After the first reval they went up to $42,000+ After this latest reval they will be over $59,000. Do you think I am glad we moved when we did?

Heathcote complained and they got a pass the rest of us got punished for our silence. This is mostly affecting us seniors, its clear the Village simply wants all the older residents to leave.

Unfortunately, the village has presented the graph in a very aggregated fashion which hides the necessary details. It is important to look at the data by neighborhood, not by school districts. In Fox Meadow, we have looked at it by neighborhoods and smaller breakdowns not just by school district as the village did. We have areas within Fox Meadow where a significant number of properties have been assessed way above 30%. Many of the top 100 highest rises in assessments are in Fox Meadow; the way that the village presented this graph hides that important information.
