To be fair, 4 out of 7 is not a big convincing hot rate. And there are plenty of cheaper houses that got huge reduction in valuation in 2014 are selling at much much higher prices than the 2014 reval. 2014 reval overdid it in one direction, the redo overdid it a little in the other direction

66 Brewster Rd was assessed originally at $2.325M, lowered to 2.175M by Ryan, sold $2.45M, a discount of $150K and loss to Scarsdale tax base

7 Hathaway assessed originally at $2.25, lowered by Ryan to $1.775, sold $1.901, a discount of $475K and loss to Scarsdale tax base (if the new owner had grieved old assessment based on sales price, it's a $126K discount)

39 Fayette Rd originally assessed at $1.813M, lowered by Ryan to $1.675, sold $1.875, a $200K discount on valuation and loss to Scarsdale tax base.

81 Walworth Ave, assessed originally at $1.386, lowered to $1.375, sold $1.71M, an additional $11K discount in valuation for an already under-assessed home

10 Manor Lane originally assessed at $966K, increased by Ryan to $1.3M, sold $1.6625. This is new construction so its not fair to compare the two assessment results since this home wasn't there then, but Ryan obviously way under assessed this one.

58 Mamaroneck Rd, originally assessed at $1.9694, lowered by Ryan to $1.475, sold $1.5--actually pretty close, just $11K under
27 Old Lyme Rd, originally assessed at $1.41M, decreased by Ryan to $1.275M, sold $1.250. Ryan was closer than the original assessment and in this one case where he did Scarsdale a service since the new owner would have had good grounds to grieve the original assessment.

So, that's 4 out of 7 in this sample completely off, $500K in lost valuation total. This pattern is seen again and again in all the recent sales--the original evaluations were more accurate. If what Ryan sold the town of Scarsdale is more wrong than right, he shouldn't have been paid. If Scarsdale board is not going to fix this disastrous reval--assessed values are all over the place and --shouldn't they at least demand the money they paid Ryan back?
