BOT Votes to Preserve 12 Dolma Road, Plus Sales, Featured Listings and Open Houses

12DolmaRoadThe Scarsdale Board of Trustees denied an appeal from the owner of an English Cottage style home at 12 Dolma Road for a certificate of appropriateness to demolish the home at their 1/24/17 meeting. After being denied the demolition permit by the Committee for Historic Preservation in October, homeowner Dr. Ed Crane, represented by attorney Joshua Grauer of Cuddy and Feder, filed an appeal which was heard by the Board of Trustees on December 13, 2016.

Andrew Dolkart an architectural historian who conducted a 2012 survey of Scarsdale's historic properties, spoke in favor of preserving the home, which was built by Walter Collet and designed by architect Lewis Bowman. The Village also retained attorney Terry Rice to defend their decision. You can read a report on that hearing here.

The Cultural Resources Survey called out Dolma Road as a potential area for designation as a historic district saying, "Dolma Road, running from Murray Hill Road to Birchall Road, is a short street lined with exclusive houses on large lots, most erected between 1926 and 1929 (one dates from 1935), primarily for wealthy businessmen and their families. Dolma Road was largely a project of Walter J. Collet, the Scarsdale builder who w as responsible for the construction of many substantial houses in the village. Collet claimed that he chose the name Dolma in reference to a mountain range in Bengal, India, but just why he made this choice remains a mystery. Along Dolma Road, Collet appears to have been not only the builder, but also the developer. Collet worked closely with the architect Eugene J. Lang who designed nine of the fifteen houses in the study area. Collet remained the builder of the houses designed by other architects. The Dolma Road houses are large buildings in the American, English, French, and Spanish styles so popular throughout Scarsdale in the 1920s. "

On January 24, Mayor Jon Mark announced the decision on the appeal, which found that the home met the Committee for Historic Preservation's criteria for preservation. Three members of the Board of Trustees, Callaghan, Finger and Veron, recused themselves from the decision citing personal or professional conflicts of interest.

The Board of Trustees found that the home was associated with an event that made a significant contribution to broad patterns of Village history in that it was an example of Scarsdale's transformation into an upper middle class community and reflective of a period in the Village's history.

They found that the home was associated with Lewis Bowman, who they found to be a person of significance who designed 53 homes in Bronxville and whose work was frequently cited in architectural journals in the 1930's. According to the Mayor, "there was widespread recognition of Bowman's work."

They said that 12 Dolma Road was the work of a master and had "high artistic value." Bowman was a prominent architect and the design of the house includes many sophisticated examples of English architecture.

To claims that renovations to the home had compromised its architectural integrity Mark said, "Major features of the house are intact and the alteration of a few windows could easily be reversed."

The four remaining trustees, Mark, Pekarek, Stern and Samwick all voted in favor of preservation and the application to demolish the home was denied.
