Police Report: Couple Asleep in Running Car Arrested on Drug Charges in Greenacres, Customer Locked In at ATM

On July 31, police arrested two individuals reported to be sleeping in a running Honda on Claremont Road around 3:30 p.m. When police got to the scene, they noticed drug paraphernalia in the car, with a woman – Renee Manfredi, 50, of White Plains – asleep in the driver’s seat and a man – Victor Oscategui, 43, of Astoria – asleep in the reclined front passenger seat. The man had drug paraphernalia on his lap. Drug paraphernalia included used syringes, loaded hypodermic needles and used crack cocaine pipes. Police took possession of the car keys and impounded the car, as they arrested the couple on misdemeanor charges of criminal possession of a controlled substance and possession of a hypodermic needle. Oscategui was taken to the hospital for evaluation and treatment. Both Oscategui and Manfredi were released with an appearance ticket for Village Justice Court following their arrests.

Stolen
Personal items were stolen from a Dunham Road resident’s house and reported to police July 26. The incident was discovered by the resident’s assistant who noticed a door leading to the attic, where the objects had been housed, was open. Among the missing items were a $2,000 shadowbox, a $500 gold tea cup set, a $500 gold lamp and $2,000 Japanese silk liners. The items were last seen in the house on July 21.

A Boulevard resident reported that a man driving a green landscaping truck removed a garbage bin from his property curbside July 26. The incident was captured on video.

Attempted burglary
A Ridgecrest West woman reported someone tried to enter her house through a rear door at 3 a.m., Aug. 1. When the attempted entry was not successful, the suspect left.

Attempted car break-in
On August 1, a Brewster Road man reported someone attempted to break into one of his parked cars around 2 a.m. that day. The attempt was not successful.

Damaged cars
A tree fell on four parked cars on Depot Place, damaging two of them badly July 29. No injuries were reported.

Mischief
Paper signs were reportedly removed from the Wayside Tennis Facility hut and a garbage can was knocked over July 30 or 31.

Scam
On July 28, a Stratton Road man reported he was the victim of a phone scam. He said a caller told him his medical license was being revoked and he should pay a large sum of money – totaling $25,700 – to avoid being arrested. Later, on July 29, police received a call that appeared to come from the same Stratton Road address in which a caller said, “Help,” before hanging up the phone. The call to police was thought to be related to the scam.

Threat
On July 30, a Quaker Ridge father reported his adult son had compromising photos, and someone was threatening to post the photos online if the son did not pay money. Police are following up.

Disputes
On July 27, a Post Road woman told police she was not getting along with her housemates. Police advised her to avoid them to eliminate potential conflict. The matter did not appear to be criminal in nature.

On July 28, two Post Road housemates were arguing over the allocation of food. The dispute never became physical. Police advised the housemates to stay away from each other to avoid conflict.

Two men were having a verbal argument on Garth Road July 30. No police assistance was required.

Worried
Quaker Ridge parents were worried about their 23-year-old son because they had not heard from him for some time July 29. While reporting the matter to police, the son called the parents to say he was OK.

On July v31, a Quaker Ridge mother was worried because she was supposed to pick up her daughter from the train station, and the daughter was not there. The mother said she was going to go to Manhattan to look for her daughter, and police advised the mother to contacted NYPD if she needed further assistance there. Later the mother called headquarters to say she had heard from her daughter, who was safe and with a friend.

Locked in
A caller got locked inside an ATM vestibule on Palmer Avenue July 31. Police helped the caller get out by opening the door.

Civil matters
On July 26, a Fox Meadow Road woman reported that her ex-husband violated their custody agreement by not dropping off their children at the designated hour of 9 a.m. that day.

On July 27, a Herkimer Road man reported he was having trouble obtaining a title to a car he purchased from a private seller over Craigslist.com. The seller was not getting back to him and had not provided proper paperwork. Police tried to call the seller to assist the man, but the seller did not answer. The man asked for extra ridebys because the seller knows where the man lives, and he failed to turn over the second car key.

On July 29, a Sage Terrace resident reported her landscaper broke a glass door at her house. He asked police to document the matter. The landscaper said he would replace the door.

Cars and roadways
On July 26, police pulled a dangling branch from a tree and placed it by the side of Heathcote Road.

Verizon was notified about a fallen wire on Morris Lane July 26.

Police removed a branch from Palmer Avenue July 27.

A traffic control sign fell on Fenimore Road July 28. The highway department was notified.

Police secured a loose manhole cover on Walworth Avenue July 29.

Police removed fallen branches from Church Lane July 31.

A one car accident was officially reported in the Village this week.

Animals
On July 28, a leashed and collared dog escaped its yard through a newly installed fence. It was picked up by a passerby who called police. While police were on the scene, the dog’s owner showed up, looking for the dog. Police reunited the pair.

A black poodle at large was reunited with its owner on Montrose Road July 28.

On July 30, a rabid skunk that was foaming at the mouth was reported to be walking on a Greendale Road property. It was on private property and not in a safe location for police to shoot. Police provided the resident with a list of animal control services that could be of assistance.

Noise
After a caller complained of noise, police advised a resident in the area of Church Lane to lower the volume of music July 28.

Kids were making noise in an Innes Road pool after midnight August 1. Police advised the parents of the complaint, and the kids were told to come inside the house. Later a similar noise complaint came in about the same kids at around 3:30 a.m. that same day. Police went to the house and could hear talking come from the pool area. The noise was nowhere near what it had been before. Police nevertheless informed the parents.
A neighbor complained about noise from a Springdale Road generator Aug. 1. Police did not think the noise was excessively loud, according to notes in the call log. Police tried to talk to the owner but did not make contact.

A Shaw Road homeowner said he would lower the noise level at his house after police informed him of noise complaints Aug. 1.

Lost and found
A passerby found a debit card on the sidewalk in the Village July 27. Police looked up the address of the person’s name on the card. It was on the same street; so police returned the card to the person.

A passerby found a gold bracelet in a Scarsdale Avenue parking lot and gave it to police July 31. Police vouchered it for safekeeping.

Firefighters
Police closed Farley Road while firefighters and Con Edison addressed a branch on burning wires July 26.

On July 27, firefighters helped Con Edison check for gas leaks in a house on Berwick Road after a leak was detected at a meter on the street.

On July 28, firefighters assisted with a car accident on the Hutchinson River Parkway.

On July 29, firefighters helped check a house for a possible gas leak on Mamaroneck Road.

On July 29, firefighters assisted with a one-car accident impacting a tree on the Hutchinson River Parkway.

Firefighters isolated a gas leak behind a stove in a Gaylor Road house and stood by for Con Edison July 29.

On July 31, firefighters assisted with a three-car accident on the Hutchinson River Parkway.
