Scarsdale Village Trustees received an update on plans for the renovation and expansion of Scarsdale Library from Daniel Heuberger of Dattner Architects on Tuesday night October 24. Heuberger provided a virtual walk through of the design plans for the library renovation, reviewing siting, materials, user flow, interior design, furniture, and the layout of the new addition. He explained uses of the new spaces including a café, conference rooms, and a technology center that can be used when the library is open or after hours as a community meeting space.
The presentation included detailed elevations and renderings so that residents could easily visualize the look and feel of the renovated space. There will be conference rooms with state of the art presentation technology and retractable walls so that they can be combined into a larger space if needed.
The library will be surrounded with two walls of windows to let light into the space. A bright, light filled reading gallery will look out on the pond and the trees. There will be soft seating, periodicals and tables for collaborative work.
The children's area will also be renovated with new seating and kid friendly access to materials. A children's program room will be added for kids events and programming.
The building will be handicapped accessible on all levels and it will be brought up to current energy code with insulation, new windows and fireproofing. See more here:
Dattner Architects was one of the five firms that competed to be architects of record for the Scarsdale School District and design the Greenacres School. They were not selected and instead the district retained architects BBS.
Also at the meeting Assistant Village Manager Ingrid Richards announced that the Village has received a $500,000 grant from the NYS Dormitory Authority to renovate the Supply Field building as a temporary home for Scarsdale Library while the main library is under renovation.

Scarsdale area realtors gathered on Friday, October 13th for the first RealHelp fundraising breakfast to support worthy local causes. The goal of the breakfasts is to make a difference in the communities where agents live and work. The festive event was held at Sunningdale Country Club. The Scarsdale Public Library was chosen to be the charitable recipient this year. The Library renovation and expansion will enrich the lives of people of all ages throughout Westchester by providing a new 21stcentury state-of-the-art facility for learning, taking into account sustainability, accessibility and technology.

House Auction on Thursday October 26
A large home at 28 Garden Road that has been on the market for years will be sold at auction on Thursday October 26 at 5pm. According to realtor Max Kozower of Maxwell Jacobs Realty, the auction of the 13,200 square foot home take place at the house.
The original 1926 Tudor style home was completely rebuilt and expanded by Twin Oaks Construction. It is 13,200 square feet with 8 bedrooms, 12 bathrooms and retains details such as ceiling beams recovered from a battleship from the War of 1812, as well as new Himalayan Quartzite countertops in the new kitchen and custom millwork throughout. There are approved plans to build an oversized pool on the 1.5 acre site. At one point, the home was on the market for $10,000,000 but it is currently listed for $6,499,000. The real estate taxes are approximately $122,000.

Country Style 1917 Home and Studio at 26 Cooper Road to be Demolished -- Plus Sales, Featured Listings and Weekend Open Houses

It seems that there is almost nothing one can do to preserve a historic home in Scarsdale. On October 10, Mayor Dan Hochvert announced that the Scarsdale Board of Trustees overturned a July 11 decision by the Committee for Historic Preservation (CHP) to deny permission to demolish a 1917 country style house and companion studio or garage (1926) at 26 Cooper Road.
In July, with a vote of 5-2, the CHP found that that the "house and the garage behind it were of substantial historical importance based on criteria specified in Village Code." They found that the architect was a master and that the house and garage embody "the distinctive characteristic of a type, period or method of construction that possess high artistic values. The main House and Garage are excellent examples of Country style architecture. Both structures are dominated by a steeply pitched, cross-gabled roof with mock-sagging at the end of the roofline and dormers. The arrangement of windows of different sizes and shapes as well as the prominent chimneys and chimney pots on the main House are also classic traits of this style."
Explaining their conclusion that architect Frank J. Forster was a master, the CHP decision quotes a review of a book by Forster called "Country Houses, The Work of Frank J. Forster." The review said, "This is the architect whose work is the basis for the majority of French Normandy, French Provincial or Country French inspired architecture in the United States by other architects in the United State after World War II."
However the rub was that though Forster's name appears on the plans for the garage /studio, his name does not appear on the plans for the main house. Five members of the CHP said there was sufficient evidence to conclude that Forster did design the main house, due to similarities between the house and the garage and the house and other works of Forster. Also they said, "Moreover, it appears unlikely that an architect of Forster's stature would have undertaken the "garage" project, a small commission, unless he had designed the House."
Announcing their decision to overturn the CHP's ruling, Hochvert said that "the architect is unknown," and there was no proof to support the claim that he was the architect of the house. Hochvert said, "The record is legally insufficient to landmark the main building." About preserving the garage, he said it would be "senseless." He summed up by saying "there is a delicate balance between individual rights and the rights of the Village."
Sadly, the Scarsdale Village Trustees rarely exercises their rights to preserve historic homes. The research done by the CHP is laudable. However it seems that any developer or homeowner who is turned down by the CHP can almost be assured of winning an appeal to the Scarsdale Board of Trustees.
The Scarsdale Village Trustees have scheduled to meet with the land use boards to discuss current village code in November. But so many historic homes that gave Scarsdale its unique neighborhood character have already been razed. Undoubtedly the demolition will continue unless the trustees can toughen local laws and defend these laws when challenged.

A large home at 28 Garden Road that has been on the market for years will soon have a new owner. According to realtor Max Kozower of Maxwell Jacobs Realty, the 13,800 square foot home will be auctioned off on October 26 at 5 pm.
The original 9126 Tudor style home was rebuilt and expanded by Twin Oaks Construction and has 8 bedrooms, 12 bathrooms and retains details such as ceiling beams recovered from a battleship from the War of 1812, as well as new Himalayan Quartzite countertops in the kitchen and custom millwork. There are approved plans to build a pool on the 1.5 acre site. At one point, the home was on the market for more than $10,000,0000, but it is currently listed for $6,499,000.
The auction will be hosted by Maxwell Jacobs at 28 Garden Road on Thursday October 26 at 5 pm.

- If a buyer can't make it in person, they can designate their real estate agent or another proxy to represent them
- There will be no formal reserve price but the price is subject to lender confirmation.
- The buyer will pay a customary 10% buyer's premium
- However, the buyer will receive a 2.5% discount if they bid/buy ahead of time so the starting bid will be the highest bid we receive prior to the auction
- The Auction Terms and Agreement form is being finalized and I plan to attach it on the HGMLS and make it available to the general public as soon as it's ready.
- The real estate taxes won't be finalized until the house is sold but they are estimated at $122,000 on the Village of Scarsdale's website.
