This new home on Griffen Road sold for $4,500,000Though the number of homes sold in July 19 vs. July 10 dipped 15%, realtors project that by the end of the year, a total of 243 homes will sell, compared with 210 last year.

Though the number of homes sold will best 2018, the median price is projected to fall from $1,508,000 in 2018 to $1,400,000. The median price has seen a dramatic dip from a ten year high of $1,670,000 in 2017 to $1,400,000 this year.

The message is that homes, priced right, are moving. But prices have been affected by the change in NYS tax law and weakened demand.

Little has changed with Scarsdale’s Historic Preservation and Building Code to preserve Scarsdale’s signature properties this year. However, it appears that a slowdown in the market for luxury homes has discouraged developers from razing homes and the number of approved demolitions has dipped to just five homes and a garage so far this year.

In March 2019, just before the end of former Mayor Dan Hochvert’s term, the Land Use Committee considered a proposed code change to pre-designate or landmark homes and buildings that “represent distinctive element of the village’s historic, architectural and cultural heritage.” However the proposal has not as yet come before the current Board of Trustees.

It seems that for now, at least, the rate of demolitions has declined. However, if market forces change, Scarsdale could again see the rapid destruction of historic properties.

Another approach to preservation could be borrowed from Wellesley, Massachusetts where in 2017 the town enacted a law that requires the owners of buildings built before December 31, 1949 to wait 12 months before tearing down the structure. The point of the delay is to encourage property owners to find an alternative to demolition. This effort was aimed at saving homes whose loss “would be detrimental to the historical or architectural heritage of the Town because such Building is importantly associated with one or more historic persons or events.”

Scarsdale’s Trustees might benefit from reviewing this code to see if it would serve to preserve more homes in town. See more here:
