Now that the new valuations have been released, what should a seller do if their home is on the market at a price that is higher than the new valuation? Should they drop the price? Here are responses from Anne Moretti and Carolyn Kay:

The new valuations are certainly worth considering; however, a home's market price is determined by factors which may be very different than those used in the reval process. There has been little transparency in the methodologies used by Tyler Techhnologies to annemorettidetermine the new valuations, so it's hard to say how the new assessments were actually derived. I've seen new assessments on homes which have sold in the past year, and some are significantly higher, while others are lower than the selling prices. A property is worth what a buyer is willing to pay at any given time, and that price can be higher or lower than an assessor's calculation of land size, interior square footage, condition, location, etc. I don't believe the reval assessments and market prices are so closely related. If they were, that would certainly make our lives as real estate agents a whole lot simpler.

I don't think they need to reduce the price necessarily. The assessed valuation is a number used by a municipality, in our case Scarsdale Village, to assign valuation to a particular property. Ultimately the market value of a house is what it will sell it at any particular time. As a result of this, the price of the house and the assessed valuation of the house may not be the same at all times. As we all know it is the buyers who ultimately determine what a house is worth!

3EdgewoodThe debate continues about the fate of a foreclosed home at 3 Edgewood Road that was assumed by Scarsdale Village after the owner failed to pay taxes or maintain the home. The Village requested sealed bids for the property in February and according to Deputy Village Manager Steve Pappalardo interest was strong. The Village received 17 bids, the highest from Andrew Silverstein of Castle Walk Development who offered $628,800 for the 2,543 square foot house on .16 acres in Edgewood.

The Board of Trustees had planned to offer it to the highest bidder. That was until Tracey Czar, a special education teacher, made an appeal at the Village Board meeting on April 8. She and her husband submitted the second highest bid for $616,000 and told the Board, that unlike Silverstein they plan to restore it, not raze it. She asked the Board to "think beyond the dollar sign and offer it to her to renovate rather than rebuild a new home on the site."

We spoke to Silverstein to get his point of view on the sale. Discussing the real estate taxes on a new home vs. a renovation, he said, "I think financially it would be a huge mistake, (to sell it to Czar). It's not just about the difference in the sale price but in the real estate taxes moving forward – which could potentially be tens of thousands of dollars for future years." He also said that he was only inside the house for a short amount of time but it "looked to be in awful condition," and he wondered if it could be restored. He said, "I would be curious as to what assurances the town has that if they sold it to the Czar's it would be maintained." Due to the FAR requirements, Silverstein said that a new house on the .16 acre property could only be a few hundred feet bigger than the existing home.

The Board plans to go into executive session to discuss the matter on Tuesday April 22 at 6:55 pm. More to come.

59 Park RoadWith heads spinning over the revaluation, we asked two leading realtors in Scarsdale to give us their interpretation of what it will mean. Here is what we learned: Mark Nadler of Prudential Centennial said, "The results of the revaluation are causing dozens of people to contact tax reduction specialists, real estate brokers and the Village as these owners received significantly higher valuations which will lead to substantial tax increases. I have received one call from an owner concerned about the substantial reduction in their valuation and what it will do to their efforts to sell the house for a strong market value down the road. The suggestion from the Village seems to be to hire appraisers to come in and give an independent valuation. This is challenging because accurate appraisals are more difficult to accomplish in high-end markets. My suggestion is that owners contact a real estate broker they know and trust and have a market analysis done of their home so see whether the new value is actually over assessed instead of merely an increase. The "zero sum gain" that the Village keeps referencing does not address the inaccuracies of the valuations that were done."

Lewis Arlt of Houlihan Lawrence said, "It is certainly a subject of much conversation among homeowners. Of significance is the news that according to Tyler Technologies, 75% of properties either went down in assessed value or remained about the same. For the remainder, the good news is they now have an opportunity to review their new assessments between now and April 16, before they're posted on the tentative assessment roll. We will be closely monitoring the assessor's office for further updates. Historically, revaluations take some time to shake down and find their appropriate levels. And the process is still an ongoing one, with final assessments due out September 15."
