Unlicensed White Plains Driver Arrested, Obscene Graffiti Found at Tennis Courts, Cat Rescued and Coaches Feud

Investigation resulted in the arrest of the driver – Brayson R. Velasquez-Fuentes, 24, of White Plains – on charges of second-degree possession of a forged instrument, third-degree aggravated unlicensed operation of a motor vehicle, operation of a motor vehicle with improper plates, an unregistered motor vehicle, operation of a motor vehicle without insurance, an uninspected motor vehicle and operation of a motor vehicle by an unlicensed driver. Following the driver’s arrest, the car was towed from the scene.

Graffiti
Graffiti was found near Mamaroneck Rd. tennis courts Oct. 14. It depicted a male sexual organ, rendered in pink paint.

Bullying
A mother reported that her son’s friends received a Snapchat message from an unknown party regarding false statements made against her son Oct. 17. Her son did not know the person sending the Snapchat message.

Concerns
A possibly homeless man, who was carrying a sleeping bag, interrupted a tennis match on Post Rd. to ask the players for hand sanitizer in a “polite way.” Oct. 17. The players were concerned and notified police.

Death
A 93-year-old Weaver St. man died at home Oct. 13.

Harassment
A Hamilton Rd. woman reported receiving unwanted phone calls and texts for approximately two years.

Safety
Police put caution tape around a ramp for skateboarding and a makeshift “tree stand” discovered on Fox Meadow Rd. Oct. 14. The highway department was notified for removal, because of safety concerns.

On Oct. 19, police went to a Heathcote Rd. playing field and met with the coach of the Scarsdale travel softball team. He stated the game was forfeited due to verbal disagreement between coaches. He requested a police presence while the visiting team left.

Help
Police received a report of a homeless person sleeping in an ATM vestibule on East Parkway Oct. 18. The man advised police that he can only communicate through his phone and could not speak. He denied medical attention and transportation to a shelter. He requested that patrol stand by until he could get an Uber to pick him up to bring him to Massachusetts. Patrol stayed with the man until his Uber arrived. Patrol advised the Uber driver that the man was non-verbal and appeared to be respectful. The man left the scene in the Uber.

Scooter rider and cyclist hit
A parent reported her 16-year-old son was struck by a car while riding his scooter on his way to school that morning at Popham Rd. and Church Lane Oct. 14. The rear wheel of the scooter was broken and the boy was thrown to the ground. He complained of knee injuries and hip pain.

A 57-year-old man reported being struck by a car while riding his bicycle after dark, after midnight Oct. 15. The car did not stop, and the cyclist suffered shoulder injuries. He went home to his Weaver St. residence and asked police to make a report.

Cars and roadways
The highway department and Con Edison were notified about a tree leaning into wires on Carstensen Rd. Oct. 13.

A tree was seen leaning against a utility pole on Heathcote Rd. Oct. 13. Police notified Con Edison and Verizon. The highway department was informed in order to address the tree.


The highway department picked up branches from Cooper and Mamaroneck roads Oct. 13.


Verizon was notified about low-hanging and fallen wires on Weaver St. Oct. 13 and 18.


Verizon was notified about a low-hanging wire on Hampton Rd. Oct. 14.


A tractor trailer driver needed directions to the I-95 entrance from Meadow Rd. Oct. 14. Patrol assisted.


A tow company informed police that it was towing a car away from a private parking lot on Overhill Rd. Oct. 17.


A woman parked her Range Rover in the wrong driveway on Rochambeau Rd. Oct. 17. Police contacted her, and she moved the car.


Optimum was notified about a low-hanging wire on South Rectory Lane Oct. 18. Optimum said they would not be responding due to no active accounts in the area.


Five car accidents were officially reported in the Village this week.

Animals
A Lockwood Rd. woman reported a stray cat wandered into her garage, and she asked for help getting it out Oct. 15. Police arrived and could not find the cat inside the garage. They heard only a chirping noise from the top of the garage, but the noise did not sound like a cat.

A “sick rabbit” was reported on Fayette Rd. Oct. 19. Police provided a list of animal trappers.

Neighbors complained of a loud barking dog on Rock Creek Lane Oct. 19. Patrol contacted the owner who said she was on her way home to address the matter.

Village code
Police removed an illegally posted sign from Saxon Woods Rd. and issued a summons Oct. 16.

Police advised a Webster Rd. solicitor “for a record company” that he needed a permit to solicit in the Village Oct. 18. One resident claimed the solicitor asked her about a package that had been “mistakenly delivered to that address.”


Police twice asked a Cornell St. resident to lower the volume of music because neighbors complained Oct. 18.


Police removed an illegally posted sign from Secor Rd. and issued a summons Oct. 18.


Police dispersed loud kids playing at Edgewood School grounds after dark Oct. 19.

Lost and found
A Hampton Rd. man reported losing a license plate in the Village Oct. 13.

A license plate was found on Bypass Oct. 13.


A caller reported her mother lost a white gold and platinum diamond hoop earring near Harwood Ct. Oct. 15.

Firefighters
Firefighters used chainsaws to cut up a fallen tree on Heathcote Rd. and remove it Oct. 13.

On Oct. 14, a woman got stuck in an elevator on Overhill Rd. Firefighters assisted in getting her out, and they put the elevator out of service, pending maintenance.

On Oct. 15, firefighters were dispatched to Heathcote School for a reported fire. There, they found remnants of a small intentionally-set fire on the rear playing fields near Fayette Road. The contents of the fire contained cardboard and aerosol cans. The resident at 40 Fayette Road heard a small explosion and experienced a minor smoke condition on the walking path adjacent to their house. Firefighters made sure the pile of ashes would not support a rekindle, and they notified the Scarsdale Police Department of findings.

On Oct. 15, firefighters assisted in retrieving a cell phone from a sewer on Lincoln Rd.

Firefighters advised a Catherine Rd. resident to call a service technician for a malfunctioning wall oven Oct. 15.

Firefighters assisted other jurisdictions’ fire crews in addressing a partially-collapsed parking garage in White Plains Oct. 15.

On Oct. 15, a Parkfield Rd. resident brough a swollen battery that had previously been “smoking” to headquarters for advice. Firefighters advised to put the battery in a metal pot, such as a cooking pot and store it outside until it could be taken to a proper collection and disposal facility. Firefighters provided such information for the facility.

On Oct. 16, firefighters stood by for Con Edison at the site of a gas leak on Jefferson Rd.
A woman accidentally locked herself out of her Carthage Rd. house Oct. 17. Firefighters helped her gain entry without causing any damage.

A hiker got injured on a trail at Saxon Woods Park Oct. 18. The patient was located and removed by the fire department and EMS personnel.

On Oct. 18, firefighters stood by for Con Edison at the site of a gas leak on Shaw Rd.
