Police Report: Stolen Tools, Jewelry and a Diamond Dispute

Arrested: On May 8, a 44-year-old Hampton Rd. woman appeared at headquarters and was arrested on a bench warrant for failing to appear in court for a scheduled appearance related to an original charge of second-degree menacing. She was released on her own recognizance.
Stolen
On May 4, a contractor reported over $10,000 worth of tools was stolen from a house he was building on Sherbrooke Rd. At least 24 items were stolen, and damage was caused to the construction site.
Burglary
On May 9, a Chateaux Circle resident returned home from a trip and found $20,000 worth of jewelry items and watches missing from his apartment.
Billing matter
On May 4, a Woodland Place resident reported he had previously authorized his landscaping company to charge his credit card for a one-time transaction, but the company charged the credit card again for the following month's services without authorization. He contacted the credit card company to stop payment to the merchant and then contacted the landscaper to address the issue when the landscaper stated he would "come to his house for payment". The man stated he intended on using a different method of payment but was concerned about the interpretation of the landscaper's statement, He requested ride-bys of the residence.
Property line
On May 4, a Lyons Rd. resident reported that a neighbor cut down a tree that the neighbor believed was on the property line. The resident disputed the belief because the tree was behind a fence on what he believed was his property. Police advised it was a civil matter and referred the resident to Village Hall.
Diamonds
A Garth Rd. business owner was involved in a civil incident as a diamond dealer. He said a diamond had been given to him on consignment, and the customer who consigned the diamond, an 87-year-old Mamaroneck Road man, alleged it had not been returned properly. The 3.5 carat diamond had been sold for $2,500 cash. Police spoke with the parties and their attorneys who said the matter is already being handled by an ongoing civil lawsuit.
Gas service
On May 7, a MacDonald Place resident was having a dispute with Con Edison workers who turned off his gas because the resident had not properly responded to Con Edison to allow workers inside for a safety check. Police spoke to the resident who stated he and his wife returned home from a walk because and observed a Con Edison van in front of his house. He stated he began speaking with the worker and found out gas service to his residence had been shut off. The resident admitted that this news had angered him, causing him to yell at the worker. The resident felt he had not received enough notice that his gas service would be shut off, and he requested assistance in resolving the matter. The employee stated he had orders to turn off service to the residence if he was unable to make contact with the residents on this date. He stated the company had attempted to make an appointment for a safety inspection and had received no response. The worker stated that the resident became so irate that he retreated inside his vehicle and contacted a supervisor who responded to the location. The supervisor advised the resident that Con Edison would return the following date with all crew and equipment necessary for the safe restoration of gas service to the residence.
Fireplace
On May 10, a Murray Hill Rd. resident was concerned because she came home and an interior basement door was open and an indoor fireplace was on. She was nervous because she did not recall leaving the house that way. Police checked the house, and everything was in good order.
Landlord / tenant issue
On May 8, a Post Rd. tenant contacted police over a dispute with the landlord of the tenant's house. He said he received an email from his landlord requiring payment of rent six months in advance and other expenses. The landlord allegedly threatened legal action if no payment was made. The tenant advised that he followed the contract and was not required to pay. He further stated there were past maintenance issues that the landlord did not fix in a reasonable time period and he removed interior cameras placed in the house due to privacy issues. Patrol advised the tenant to follow up with the landlord in court and the building department.
Other jurisdictions
On May 9, Port Chester police contacted Scarsdale police because they were looking for a 19-year-old girl whose phone was pinging a location on Meadow Rd. Police went to the location, a house, and spoke with the residents. They said the girl was not in their house, and they had no idea who she was.
Fall
An 89-year-old New Rochelle man fell on the sidewalk on Boniface Circle, hit his head, suffered a laceration and lost consciousness for a period of time before being treated by police and firefighters. He was taken to Westchester Medical Center for evaluation and treatment May 8.
Cars and roadways
A crossing guard reported that a stop sign had been knocked over due to a traffic accident on Old Lyme Rd. May 6.
On May 6, police issued summonses to a 35-year-old Bronx driver for driving with a suspended registration and without insurance following a traffic stop on Post Rd.
On May 7, police issued summonses to a 28-year-old White Plains driver for driving with a suspended registration and without insurance following a traffic stop on Post Rd.
On May 7, police issued summonses to a 58-year-old Eastchester driver for driving with a suspended registration and other violations following a traffic stop on Popham Rd.
On May 7, a driver ran out of gas on Post Rd. A tow truck responded with gasoline to offer assistance.
On May 7, a car was parked on grass outside a construction site. It belonged to the homeowner. Neighbors complained. Police contacted workers on scene who said they would contact the owner.
On May 8, a Brambach Rd. resident reported that neighbors speed on the roadway and she is afraid for the safety of children and pets. She was advised to continue to display her "children at play" sign and to contact Village Hall with her concerns, in case the Village might be able to erect cautionary signage on the road.
A driver got a flat tire on Crane Rd. and was awaiting a tow May 8.
On May 10, police issued summonses to a 31-year-old White Plains driver for driving without a valid license, improper passing, speeding and other violations following a traffic stop on Post Rd.
Village code
Police removed illegally posted signs, from the Village right of way, on Post and Mamaroneck roads May 6, Heathcote Rd. May 7 and Palmer Ave. May 9. Summonses were issued as appropriate.
Animals
On May 9, a loose dog was found on Kingston Rd. Police brought the dog to headquarters for safekeeping until its owner could be located.
A neighbor complained that a resident was using rat poison near the property line, and she was concerned May 9. Patrol responded to the location and spoke to both parties. The resident said he placed a rodent deterrent in the yard for mice and the rabbits, but when patrol arrived, he was removing it. Patrol explained that the deterrent needs to be in an approved, secure trap and cannot be used to kill rabbits because they are considered wildlife. The resident explained that he looked up the rules and will not do it again.
On May 10, police issued a noise violation summons to a Dobbs Terrace resident due to an ongoing barking dog.
Lost and found
A black leather wallet was reported lost in the area of Rugby Rd. May 7.
Firefighters
On May 7, a sanitation vehicle caught fire on Secor Rd. Firefighters responded and extinguished the fire.
