The year opens with applications to demolish many more homes in the Village of Scarsdale. Next week, on Tuesday January 10, the Board of Trustees will meet in executive session to rule on a appeal to knock down an English cottage style home at 12 Dolma Road. The case puts Scarsdale's preservation laws to the test as the Committee for Historic Preservation denied the request and an appeal was held before the Scarsdale Board of Trustees on December 13.

The Village brought in outside counsel Terry Rice to represent them and there was also testimony from Andrew Dolkhart, a professor from Columbia University who surveyed Scarsdale in 2014 and identified potential homes and districts for historic preservation. The study identified Dolma Road as a potential historic district and the home itself was designed by renowned architect Lewis Bowman and built by Walter Collette.

After receiving the study, the Village did not move forward with strengthening Scarsdale's historic preservation laws which are reactive rather than pro-active and only come into play when there is a request to destroy more than 51% of a home.

The Committee for Historic Preservation will also meet on Tuesday, January 17, 2017 at 8:00 p.m. in Village Hall to consider applications to demolish the following six homes:

• 133 Johnson Road built in 1920
• 119 Carthage Road built in 1954
• 23 Innes Road built in 1940
• 53 Old Orchard Lane built in 1927
• 175 Nelson Road built in 1909
• 19 Tisdale Road built in 1951

The public is invited to attend the meeting and speak on behalf of a home if they believe there are grounds to protect it.

Is there a rebound in the sale of luxury homes in Scarsdale? Linda Dietz, an Associate Broker with Houlihan Lawrence shared the following:

Though year end data is not yet available, sales figures through December 12, 2017 shows a strong improvement in the $3MM-$5MM category. These high end sales were up from 15 homes in 2015 to 23 this year to date in 2016, a 53.3% increase. The supply of homes priced at $2.5MM+ is down from 62 to 50 homes, a 20% drop. Prices are also up. Unfortunately, the supply/demand analysis, which compares pending sales to inventory, shows the upper end price categories down but still in the sluggish range. To me this means we have indeed seen more sales on the high end but we still have a lot of inventory. Demand is now very high for homes priced at under $2.5MM but there remains an opportunity for buyers in the high end. Builders continue to buy up modest property and convert it to $3MM+ inventory and empty nesters continue to leave .

We don't yet have the data, but I do think there's been an up tick in activity and a new sense of urgency since the election. Though the future is still very uncertain, at least the question of who will be president (and control of Congress) is settled. I think people are now concerned about a rise in interest rates, which will reduce their purchasing power, but at the same time, like Wall Street, they are bullish about tax cuts and business prospects under the new administration. I believe we will have a strong spring market.
